I acknowledge your expression of condolences, President Stafford. Wrongful death has been committed against the Alaskan people. Neither your resources nor any other will bring back the replacements for this fragile population. What is the number ten in the urban areas? Or the number one hundred or one thousand? They are grains of sand on the beach, a trickle nobody notices. Seven hundred million people died in the floods following the catastrophic glacial caving's in the Arctic and Antarctic hemisphere. Another three million during the Pebbles disaster. Yet the teeming cities continue stretching our resources.
The aqueducts, the water harvesters, the great collectors weren't built by the millions, by the masses. They were built by a few men and women who braved the adversity of harsh climates to save our few remaining resources. They are a family. Each name is a brother, a sister, a cousin or a friend. Each name that is lost makes a country weep for its community member.
I can make no more statements on this matter until I've conferred with other members of the alliance. I hope for peaceful resolution, but that resolution may very well not be found until we have found the culprits; the murderers who have begun this skirmish war. Be it known however, Alaska's reserves will not be taken by force.

If the subject is closed, I'd like to move on to the next order of business. Although we've contained the recent ice flow that broke away from the Antarctic Shelf, the Peruvian Empire is worried that new fracturing has occurred. They suspect the play of piracy. It's been noted by the Council that there has been an escalation of piracy on all the frontier borders. An investigation is under way, headed by Chief of International Securities, Alan Brown.
Because of rumors that the Peruvian Empire had carelessly harvested a weak portion of the ice shelf, causing the fissure, the Peruvian Government has taken an open door policy. It has invited a consortium of delegates to travel on their flag ship, view the recovery process and examine the damage done. I encourage each of you who is with us today to choose a delegate for this expedition. The ship is scheduled for departure two weeks from today.

The Northern Alliance has been aware of this situation and we have been conducting our own studies. We have also consulted with members of the Peruvian Empire. Their water conservation programs have successfully supplied their countries with adequate water; enough to even maintain a viable farming industry. I don't truly believe Peruvian Empire is at fault although I applaud their open door policy. The Northern Alliance will send representatives on the cruise to examine the ice fracture and determine if it was the result of negligence or irresponsible harvesting.
If you'll excuse me, the representatives of the Alliance and I would like to withdraw from any further details of this meeting as we have our own policies to discuss before making any further commitments. (gathers together his papers, places them in his attache case and prepares to leave.)

We have kept favorable relations with the Peruvian Empire and see no reason for this to discontinue. However, since Russia supplied the technology for the collection plants and harvesters, Russia will go to make sure her equipment is not at fault.
These rumors of piracy, theft and border skirmishes are disturbing, yes? We also have our own frontiers to protect. If the Alliance has any information involving misconduct, I would appreciate them sharing it with all of us.
